Say for eg a wandering monk was in a non buddhist country where alms is not offered, and/or he went deep into a secluded forest as a dhutanga knowing full well he would not be able to receive food from alms, would this be seen as suicide because of actual foreknowledge of no food = death.

A monk in his right mind would not willingly put himself in such situation even if he practices the Duthangas. So your question is purely hypothetical. Committing suicide is suicide regardless of whichever way it is done as long as the monk had an intention to end his life.
